The main purpose of this study was to prepare revitalization plans on inter-Korean taekwondo exchange to mitigate tensions between South and North Korea, which would be beneficial for South Korean Government to enhance relationship with and to establish government policies toward North Korea. By employing the Delphi technique, twenty experts in the field of inter-Korean sports were invited to participate. After three-round Delphi, six factors for central government and federation · private sectors were derived to promote the revitalization plan for inter-Korean taekwondo exchanges. For the central government sector, the following factors were derived: 1) strengthening publicity activities on the importance of taekwondo exchanges between South and North Korea at home and abroad; 2) establishment of a cooperative system among government ministries; 3) preparation of the provision of legal and institutional devices; 4) establishment of a department in charge of sports exchange within the Ministry of Culture, Sports and Tourism; 5) securement of the communication channel; 6) creation of budget or raising funds for the program. Following factors were also derived for World Taekwondo and private to promote taekwondo exchange: 1) restoring confidence through continuous taekwondo demonstration team exchanges; 2) strengthening the will to cooperate between the president of the World Taekwondo and the president of the International Taekwondo Federation; 3) cultivating professionals in inter-Korean sports exchanges; 4) Holding a continuous working-level meeting on taekwondo exchanges between the World Taekwondo and the International Taekwondo Federation; 5) promoting taekwondo Exchange between South and North Korea through Social Media; 6) revitalizing research on south-north taekwondo exchange and North Korean taekwondo.
