러시아는 북핵문제가 국제적 쟁점으로 부각된 1990년대 초반을 제외하고는 자국의 입장과 이익을 고려해 적극적으로 대응해왔다. 러시아의 북핵문제에 대한 인식과 대응에서 발견되는 특징은 다음과 같다. 첫째, 북핵문제를 통해 자국의 이익을 극대화하려는 경향을 보여왔다. 북핵문제 그 자체보다는 이 문제를 통해 동북아 역내질서 구축에서 러시아의 역할과 이해관계를 적극적으로 반영하고자 한다. 둘째, 미국의 패권주의와 일방주의를 억제하는 차원에서 북핵문제에 대응하고 있다. 이를 위해 지역적 차원에서는 중국과의 제휴를 통해 미국을 견제하려는 균형전략을 취해왔다. 셋째, 북한의 핵실험에 반대하고 국제사회의 대북제재에 적극 동참하면서도, 제재를 통한 대북압박보다 다자 간 문제해결을 주장하는 등 이중적 전략을 고수하고 있다.
러시아의 북핵문제에 대한 인식과 대응을 통해 알 수 있는 것은 적어도 러시아가 북핵문제가 위기로 치닫는 것은 자국의 이익을 위해서도 결코 바람직하지 않게 여긴다는 점이다. 또한 다자 간 합의를 통해서 문제를 평화적으로 해결해야 한다는 것이 러시아의 분명한 입장이다. 이는 앞으로도 러시아가 북핵문제 해결에 있어서 방관자 내지 주변국으로 남지 않을 것임을 의미한다. 더욱이 북한을 제외한 동북아 역내 이해 당사자들이 북한의 비핵화를 목표로 지속적으로 추구하는 한, 러시아 역시 이에 동참하면서 자국의 영향력 제고와 이익을 도모할 것이다.


The purpose of this article is to explore the strategic response of Russia in regards to North Korean nuclear issue and provide prospects for the impact of Russia’s response for the North Korean nuclear issue. In general, Russia’s interest on the North Korean nuclear issue is comparatively low and consequently its influence is rather limited. However, Russia has displayed varying response to the North Korean nuclear issue. For the first nuclear crisis (1993-2002), Russia played a ‘passive spectator’ role but from the second nuclear crisis (2002 to current), Russia is taking a more ‘active mediator’ role.
At this point, it may be worthwhile to analyze the response patterns of Russia in connection with the four nuclear tests conducted by North Korea. Russia has objected to pressuring North Korea while agreeing to the North Korean sanctions imposed by the international community and underscored the need for a multilateral effort to resolve the issue such as the Six-Party Talks. This can be interpreted as Russia’s dual-track strategy to maximize its interests based on pragmatic policy line. In other words, Russia’s response can be considered to be two-fold. From an international level, it is a measure to constrain the hegemony of the U.S. while from the East Asian regional level, it is attempting to strengthen Russia’s influence in the region to align its political and economic interests.
