본 논문은 경제제재 효과성에 대한 선행 연구들을 기반으로 2015년 이란 핵합의 과정에서 의 경제제재의 효과와 역할에 대해 조명하고, 이를 바탕으로 북한 사례에 대한 함의를 탐구해 보고자 한다. 본 논문은 우선 대이란 경제제재가 국제기구를 포함한 행위자의 다자성과 특히 적극적 조력 국가의 부재를 통해 경제제재 효과를 높이는 데 기여했다고 분석한다. 또한, 이란의 내외 환경에 대한 전략적 인식을 바탕으로 제재 내용의 다양성을 확보한 것이 제재의 효과성이 발휘될 수 있었던 중요한 요인이었다고 평가한다. 마지막으로 제재의 지속성이 결 합하여 고강도 경제제재 메커니즘이 구축되고 이란 대내 환경에 영향을 미쳤음을 분석한다. 이러한 경제제재의 효과는 이란 핵협상의 모멘텀이 유지되고 최종 합의(JCPOA: Joint Com- prehensive Plan of Action)를 이끌어내는 데 주요한 역할을 하였다. 이러한 이란의 사례 연구 는 대북제재의 현 상황을 평가하고, 경제제재와 맞물려 진행될 북한 핵협상에 대한 의미 있는 기준점을 제시하는 데 유용할 것이다. 

This article reviews the previous studies on the effectiveness of economic sanctions and explores how it worked out in the process of the 2015 Iranian nuclear deal, from which we can find some meaningful implications for the North Korean case. First of all, this article analyzes that the multilaterality of sanctioning actors including the international organizations, and the absence of the active “black knight state” that contributed to increasing the effectiveness of economic sanctions in Iran. In addition, this article evaluates that the diversification of the sanctions’ contents enhanced the sanctions effectiveness because those were stra- tegically designed on the basis of understandings Iranian internal and external environments. Lastly, the relatively long duration of economic sanctions resulted in the strength of economic sanctions mechanism, and ultimately influenced the change of the Iran’s domestic environment. The effect of these sanctions played a major role in maintaining the momentum of Iranian nuclear negotiations and leading to the JCPOA(Joint Comprehensive Plan of Action). The Iranian case is meaningful in terms of suggesting major criteria to assess the current economic sanctions against North Korea and give implications for the nuclear negotiations with North Korea.
