대북제재가 해제되고, 한반도의 평화체제 전환과 함께 남북한 간 교류협력이 본격적으로 추진될 경우, 북한의 식량문제와 경제여건, 정책방향 등을 감안할 때, 농업분야 협력이 우선 추진될 것으로 예상된다. 본 연구에서는 북한의 무역통계, 시장가격 자료 등을 활용하여 북한 농림축산물의 비교우위를 분석하였으며, 한반도 온난화, 남한의 농업인력 고령화, 남북한 축산기반 및 양분수지 불균형 등 향후 북한 농림축산물의 잠재적 비교우위가 발생할 수 있는 요인들을 검토하였다. 이러한 분석결과를 토대로, ① 현재 비교우위를 기반으로 한 민간교역 대상품목, ② 중장기 비교우위를 기대할 수 있는 투자협력 대상품목, ③ 정부 주도의 선도적 농업협력 대상품목으로 구분하여 유형별 남북 농업협력사업의 가능성과 도전과제를 모색하였다.

If sanctions against North Korea are lifted and the peace era on the Korean peninsula becomes visible, cooperation in the agricultural sector is expected to be pursued first, given North Korea's food crisis, economic conditions, and policy directions. This study analyzes the comparative advantage of North Korean agricultural products by using North Korea's trade statistics and market price data, and reviews the factors that could lead to potential comparative advantages of North Korean agricultural products in the future, such as warming of the Korean peninsula, aging agricultural workers in South Korea, livestock structure and nutrient balances between the two Koreas. Based on the analytical results, we classified the agricultural products that can be cooperated into ① private trade items based on the present comparative advantage, ② investment cooperation items that can expect the long-term comparative advantage, and ③ government-led leading agricultural cooperation items. At the same time, the possibilities and challenges of inter-Korean agricultural cooperation projects were explored along with the three item groups.
