본보고서의 목적은 북한 신년사(2012년~2019년)를 중심으로 김정은 정권의 통치이념 변화 동향을 분석하고 향후 정책 노선의 방향과 관련한 시사점을 도출하는 데에 있다. 김정은 정권 등장 이후 북한은 김일성-김정일주의를 조선노동당의 지도사상으로 공식화하였다. 이어서 2013년부터는 김일성-김정일 주의의 본질을 인민대중제일주의로 규정하면서 인민에 대한 헌신적 복무를 강조하였다. 또한 북한은 2016년 7차 당대회를 통해 자강력제일주의를 항구적인 전략적 노선으로 규정하기도 하였다. 이는 인민대중제일주의와 자강력제일주의가 김정은 정권의 핵심 실천이데올로기로 역할해왔음을 보여준다. 
김정은 공식 집권 10년을 앞두고 명실상부한 김정은 시대 지도사상의 등장이 예견되고 있다. 현재까지의 북한 내부 담론 동향을 고려할 때, 2021년 신년사 혹은 1월 개최 예정인 8차 당대회를 통해 인민대중 제일주의나 인민사상이 김정은 시대 지도사상으로 천명될 수도 있을 것으로 보인다. 그러나 대북제재 장기화와 우호적 국제환경 조성 실패라는 구조적 제약으로 자력갱생사상이 부상할 가능성도 배제할 수는 없다. 북한 지도사상의 영향력을 고려할 때, 향후 김정은 시대 지도사상 변화 동향을 주시할 필요가 있다. 
또한 향후 한반도 상황 관리를 통해 북한의 지도사상이 인민생활과 경제건설에 중점을 두는 방향으로 긍정적으로 변화할 수 있는 환경을 조성해야 한다.  

The purpose of this report is to analyze the changing trends in the Kim Jong Un regime's governing ideology, focusing on the analysis of North Korea's New Year's message(2012~2019), and to draw implications related to the direction of future policy lines. After the establishment of the Kim Jong Un regime, North Korea has formulated Kimilsungism-Kimjungilism as the guiding idea of the Workers' Party of Korea. From 2013, the essence of the Kimilsungism-Kimjungilism has been defined as People-first Doctrine, emphasizing devotion to the people. In addition, North Korea defined Self-development first Principle as a permanent strategic line through the 7th Party Congress in 2016. This suggests that People-first Doctrine and Self-development-first Principle have played their roles as the core practical ideology of the Kim Jong Un regime. Just before 10 years of Kim Jong Un's official inauguration, the emergence of the guiding idea in the Kim Jong Un era is expected. Considering the trend of internal discourse in North Korea so far, it is likely that the People-first Doctrine or People Idea will be declared as the guiding idea of the Kim Jong Un era through the 8th party congress scheduled to be held in January 2021. However, we cannot rule out the possibility that the idea of self-reliance will be adopted due to structural restrictions such as prolonged sanctions against North Korea and failure to create a friendly international environment. Considering the influence of the North Korean guiding idea, it is necessary to keep an eye on the future changes in the guiding idea of Kim Jong Un era. In addition, it is necessary to create an environment in which North Korea's governing ideology can change positively in the direction of focusing on people's life and economic construction.
