북한은 지난 8월 개최된 노동당 중앙위원회 7기 6차 전원회의를 통해 내년 1월에 ‘조선노동당 제8차 대회’를 개최한다고 발표했다. 본 전략보고는 북한이 8차 당대회에서 제시할 가능성이 있는 전략노선 변화와 대남정책 변화를 전망하고 이를 토대로 우리 정부의 정책적 고려사항을 제시하고자 한다. 북한은 현재 전략노선으로 ‘경제건설 총력집중 노선’을 채택하고 있으며, 이를 관철하기 위한 수단으로 ‘정면돌파전’을 추진하고 있다. 8차 당대회에서 ‘경제건설 총력집중 노선’은 지속될 것으로 보이며, ‘정면돌파전’은 변화가 예상된다. 한편, 북한의 대남정책은 현재의 강경정책에서 8차 당대회를 기점으로 유화정책으로 전환할 것으로 보인다. 코로나19로 인해 외부 지원이 막히면서 우리의 대북 지원을 받을 필요성이 증가하고 있기 때문이다. 그리고 문재인 정부의 임기가 얼마 남지 않은 상황을 고려하여 남북관계에서 성과를 도출하고자 할 것이다. 우리는 8차 당대회에서 북한이 유화적 대남정책으로 전환할 수 있도록 남북 간 신뢰 회복과 대화 복원을 위한 노력을 지속해야 할 것이다.

 North Korea announced that it would hold the 8th Congress of the Korean Workers’ Party in January next year. This report attempts to forecast the changes in the strategic line and South Korea policy of North Korea that will appear at the 8th Party Congress. Also, this report suggests what the South Korean government should consider designing its policies toward North Korea. North Korea is currently adopting the “line of concentrating all efforts on economic construction” as its strategic line and is pursuing a “frontal offensive” as a revolutionary line to achieve its goals. At the 8th Party Congress, we expect the “line of concentrating all efforts on economic construction” to be continued and the “frontal offensive” to be changed. North Korea's policy toward South Korea, on the other hand, seems to shift from the current “hard-line policy” to the “soft-line policy.” The need for South Korea's support to North Korea is increasing as external support is blocked due to COVID-19. Furthermore, when we consider that there is not much remaining the Moon  Jae-in administration’s term of office left, it is expected that North Korea will try to derive meaningful results from inter-Korean relations. South Korea should continue its efforts to restore trust and dialogue between the two Koreas so that North Korea can transition to a more appeasing policy toward South Korea at the 8th Party Congress.
