이 논문의 목적은, 존재론적 안보와 인정투쟁에 대한 시각을 통해 냉전 시기 적대국이었던 조선과 미국이 어떻게 기본합의서에 서명하고 관계 정상화를 준비할 수 있는 두 상대자가 되었다가 다시 극도의 적대 상태로 돌아갔는지를 살펴보는 것이다. 이 논문에서 사용한 언어게임 접근법을 통해 우리는 조선과 미국의 비대칭적인 양자관계에서 의미가 어떻게 구성되고, 합의되고, 도전받고, 무너지고, 재구성되는지 확인할 수 있다. 이전 상호작용과 조선의 자전적 서사의 그림자는 모든 조미대화에 크게 드리워져 있다. 또한 조선이 대외적으로 받는 인정에 따라 핵프로그램의 의미를 어떻게 변화시켰는지 보여준다. 우리는 조선의 핵무기가 자주의 서사적 연속성을 유지함으로써 존재론적 안보를 제공하는 동시에 국제관계에서 폭넓은 인정을 막음으로써 존재론적 안보를 약화시키는 모순된 지점에 처해 있다고 결론짓는다. 이 연구는 보편적 국제관계와 특수한 조미관계에서 언어를 매개로 한 변화의 과정에 대한 새로운 통찰을 제공한다.

The goal of this article is to utilize an ontological security perspective and ideas about a struggle for recognition to investigate how North Korea and the U.S. went from being enemies during the Cold War, to two states that could sign the Agreed Framework and make preparations to normalize relations, before returning back to a state of extreme enmity. The language games approach utilized in this article allows us to see how meaning was constructed, agreed on, challenged, collapsed, and re-constructed in the asymmetrical international sphere between the DPRK and the U.S. The shadow of previous interactions, and the DPRK’s biographical narrative, loom large over any and all DPRK-U.S. interactions. The article also explores how the North Korea nuclear program’s meaning has changed according to the recognition the DPRK receives internationally. We conclude that Pyongyang has found itself in a contradictory spot whereby nuclear weapons provide ontological security in sustaining a narrative of autonomy, while undermining ontological security in preventing wider international recognition. The article provides new insights into processes of change and the importance of language in international relations in general and in the DPRK-U.S. relationship specifically.
