본 논문은 북미 관계를 권역 이론에 기초해 분석해보고자 한다. 권역 이론은 이용희에 의해 제시되었지만 현대의 국제관계를 분석하는 데 적용되려면 현재의 상황에 맞게 발전될 필요가 있다. 북미 관계는 정치 체제와 역사가 판이한 두 국가 간의 관계로만 볼 수는 없다. 국력 차이와 이익 갈등이 중요한 요소이지만 이러한 요소들로 환원시키기에는 갈등이 너무 깊다. 서로 다른 정체성을 가지고 있다는 점에서 보다 깊은 차이와 갈등의 요소가 있는 것은 반박의 여지가 없지만 두 개별 국가로서 서로 다른 정체성을 가지고 있다는 논의에 머물 수는 없다.
북한과 미국이 국제정치적으로 속한 장소적 혹은 권역적 배경을 명확히 밝히지 않고는 개별 정치체로서 북미 관계를 충분히 설명할 수 없다고 본다. 두 국가가 속해 있는 객관적인, 그리고 주관적으로 생각하는 국제정치 권역의 성격이 다르기 때문에 비교정치가 아닌 비교권역론의 시각에서 두 국가 간 관계를 인식하여야 한다. 서로 다른 권역적 배경을 가진 북미 양측은 서로를 “제국”이나 불량국가로 보는 한계를 벗어나지 못하고 북핵 문제 등 양자간의 문제를 해결하는 협상에서 근본적인 난관을 겪어왔다. 본 논문은 권역이론의 메타이론적 기반과 구체적인 개념과 이론적 내용을 설명하고, 북한과 미국의 외교정책의 권역적 배경을 살펴본 후, 북미 양자관계의 특징들을 이론적으로 설명해보고자 한다.

This paper analyzes the relationship between North Korean and the U.S. based on the theory of “international political sphere”. Although the theory was proposed by Yong-Hee Lee, it needs to be developed according to the current situation in order to be applied to analyze contemporary international relations. The U.S.-North Korea relations cannot be viewed only as a relationship between two countries with different political systems and histories. While differences in national power and conflicting interests are important factors, the conflict is too deep to be reduced to these elements. While it is undeniable that there is a deeper element of difference and conflict in the form of different identities, it cannot be reduced to a discussion of two separate countries with different identities.
It is not possible to fully explain the relationship between North Korea and the United States as individual political entities without clarifying the spatial or regional context in which they belong in international politics. Due to the different nature of the objective and subjective international political spheres to which the two countries belong, we must recognize the relationship between the two countries from the perspective of comparative theory of international sphere rather than comparative politics. The two sides with different backgrounds have experienced fundamental difficulties in negotiations to resolve bilateral issues, such as the North Korean nuclear issue, because they cannot escape the limitation of viewing each other as "empires" or “rogue state.” This paper first explains the meta-theoretical foundations and specific concepts and contents of the theory of internaitonal political sphere, then examines the international political background of North Korea's and the United States' foreign policies, and then attempts to theoretically explain the features of the bilateral relationship between North Korea and the United States.
