본 연구는 신냉전의 격화와 병행되고 있는 2024년 현재 남북한 간 적대적 충돌의 과거와 현재를 분석하고 이를 통해 향후 전망과 정책적 함의를 도출하려는 시도이다. 이를 위해 본 연구는 먼저 2018년 한반도 평화 프로세스의 실패 이후 남북관계가 지속적으로 악화되어 현재에 이른 일련의 전사를 개략적으로 살펴보고자 한다. 현재의 남북관계는 미국을 포함하여 남북 양측 모두에서 해당 시기에 시도된 중대한 시험이 최종적인 실패로 귀결되는 과정에서 점진적으로 악화되어온 결과이기 때문이다. 한반도의 과거와 현재에 대한 이와 같은 분석과 진단을 토대로 본 연구는 미래와 관련한 핵심 변수라 할 수 있는 남북한 양측의 ‘새로운 지향과 전략’들의 내용과 함의를 분석한다. 그 핵심은 바로 2023년 조선노동당 제8기 제9차 당중앙위원회 전원회의 확대회의를 통해 공식화된 북한의 ‘적대적 두 국가론’과 동년 8월 15일 윤석열 대통령의 광복절 기념사를 통해 공식화된 남한의 ‘8.15 통일독트린’이다. 해당 분석을 통해 본 연구는 북한의 ‘적대적 두 국가론’이 평화롭고 번영하는 통일 한반도의 미래에 매우 중대한 위험 요소가 될 것이라는 점을 논증하는 한편 ‘8.15 통일독트린’이 이러한 위험을 최소화하기 위해서는 더 깊은 고민과 성찰이 필요하다는 점을 주장할 것이다.

This study seeks to analyze the past and present of inter-Korean hostility as of 2024, amid the intensifying new Cold War, and to derive future prospects and policy implications from this analysis. To achieve this, the study first examines the historical trajectory of inter-Korean relations, which have steadily deteriorated since the failure of the Korean Peninsula peace process in 2018. This deterioration reflects the gradual breakdown of relations between the two Koreas, including the United States, as major efforts during that period ultimately ended in failure. Based on this analysis of the Korean Peninsula's past and present, the study explores the "new orientations and strategies" adopted by both Koreas, which are pivotal variables for the future. Specifically, it focuses on North Korea's "Hostile Two-State Theory," officially articulated during the 9th Enlarged Meeting of the 8th Central Committee of the Workers' Party of Korea in 2023, and South Korea's "August 15 Unification Doctrine," announced in the President's Liberation Day address on August 15 of the same year. This analysis demonstrates that North Korea's "Hostile Two-State Theory" poses a profound threat to the vision of a peaceful and prosperous unified Korean Peninsula. At the same time, it underscores the need for deeper consideration and reflection to effectively mitigate these risks through South Korea's "August 15 Unification Doctrine."
