오늘날 세계 각 지역에서 핵무장 능력을 보유한 현상타파 성향 국가들에 의한 정치·군사적 강압이 심화되면서, 국제적인 안보질서의 안정성이 위협받고 있다. 이러한 도전에 맞서, 재래식 군사력의 융통성과 신뢰성, 핵무기의 압도적인 보복 능력을 결합시키는 것이 바로 ‘재래식·핵 억지력 통합’이다. 한국도 고도화되는 북한의 핵무장 위협에 맞서, 독자적인 재래식 억지력의 발전, 동맹 미국의 핵우산 임무 수행에 관한 지원의 제공을 통해 재래식·핵 억지력의 통합을 추구하는 중이다. 이를 통해 한국은 북한의 핵무장 위협을 효과적으로 저지, 분쇄하고, 한반도에서의 평화, 안전을 공고히 하기 위한 노력을 뒷받침할 수 있어야 할 것이다.

As nuclear-armed revisionist powers intensify politico-military coercions around the world, the stability of international security order is facing huge threats. To deal with such a challenge, the deterrence by conventional-nuclear integration (CNI) seeks to combine the flexibility and credibility by conventional military power and overwhelming power of retaliation by nuclear weapons. Confronted with growing threats by nuclear arsenal of North Korea, Korea is also pursuing the deterrence by conventional-nuclear integration; accelerating the development of indigenous conventional deterrent and providing conventional support for extended nuclear deterrence missions from the U.S. By implementing the deterrence by conventional-nuclear integration, Korea should effectively deny and defeat Pyongyang's nuclear armament threat and support efforts to bolster peace and security at Korean Peninsula.
