1990년대 북한의 대기근은 주체사상이 갖는 ‘설득의 힘’을 쇠퇴하도록 하였다. 지하경제의 확산과 피지배층의 의식변화는 사회적 변화를 추동하며 소위 비사회주의 현상을 노정시켰기 때문이다. 조선인민군(이하 북한군)도 비사회주의 현상에서 피하지 못했다. 북한군의 이러한 문제는 권력을 승계한 김정은의 정치적 과제가 되었다. 이러한 문제의식에 기반하여 본 글은 김정은 시대 북한군의 병영생활 실태와 통제를 파악하고, 이론적으로 분석하여 정치적 함의를 도출하는 것을 목적으로 하였다. 북한군 출신 심층 인터뷰를 중심으로 북한군의 통제와 병영생활을 살펴본 결과, 북한군 병사들은 북한 체제의 공개 대본과 달리 은닉 대본을 가지고 있다. 이러한 북한군의 은닉 대본은 일탈, 기강 해이, 비사회주의 현상 등으로 설명할 수 있으며, 북한 체제의 불안정성을 가져올 수도 있다는 가능성을 추정할 수 있으나, 그 인과관계는 확인되지 않고 있다. 그러한 은닉 대본은 개인적인 이익을 추구하는 과정에서 발생하는 일탈 수준에 머물고 있으며, 정치적 저항의 목적을 가진 집단행동으로는 포착되지 않고 있다. 왜냐하면 북한군 내에서 당에 의한 통제는 여전히 유효하기 때문이다. 결국 김정은 시대 북한군에서 확인되는 특징은 은닉 대본의 경우, 북한군 병영생활 전반에 만연되어 있음에도 불구하고 당에 의한 군의 통제와 당적 지도를 따르는 방식과 체계는 여전히 유지되고 있다.

The famine in North Korea during the 1990s led to a decline in the ‘persuasive power’ of the Juche ideology. This was due to the proliferation of the underground economy and the changing consciousness of the subjugated class, which drove social change and exposed what is referred to as non-socialist phenomena. The Korean People's Army (KPA) was not immune to these non-socialist phenomena. This issue within the KPA has become a political challenge for Kim Jong-un, who succeeded to power. Based on this awareness, this article aims to identify the reality of military life and control in the Kim Jong-un era, analyze it theoretically, and draw political implications. Based on in-depth interviews with former North Korean soldiers, this article examines the control and barracks life of the North Korean military and finds that North Korean soldiers have hidden transcripts that differ from the official narratives of the North Korean system. These hidden transcripts can be explained by deviations, breaches of discipline, and non-socialist phenomena. While it is possible that these factors could contribute to the instability of the North Korean system, a causal relationship has not been confirmed. The hidden transcripts remain at the level of individual deviations in the pursuit of personal interests and have not been captured as collective actions aimed at political resistance. This is because the Party's control within the KPA remains effective. Ultimately, a defining characteristic of the KPA under Kim Jong-un is that, despite the prevalence of hidden transcripts throughout military life, the control exerted by the Party and the way in which the military adheres to Party guidance and system remains intact.
