평화구축(peacebuidling)은 적극적 평화의 실현을 위해 사회와 공동체 차원에서 실행되는 다양한 접근과 노력을 통칭한다. 평화구축은 무력 갈등을 겪었거나 무력 갈등에 취약한 사회뿐만 아니라 민주주의가 정착한 사회에도 적용된다. 그 당위성은 민주주의 사회에도 다양한 폭력이 존재하고 적극적 평화의 실현이 필요한 데서 기인한다. 남북한 대결의 종식과 한반도 평화의 실현이 필요한 한국 사회에도 평화구축은 적용될 수 있다. 평화구축은 사회 구성원들의 참여와 역량 형성, 그를 위한 상향식 접근을 필요로 한다. 평화 실현을 위한 사회와 공동체의 변화는 구성원들의 필요에 기반해야 하고 구성원들스스로 그 필요를 확인하고 원하는 변화를 제안 및 합의할 수 있어야 한다. 한반도 평화를 위한 평화구축 또한 참여, 역량 형성, 상향식 접근 등을 필요로 한다. 일반 국민의 참여, 논의, 합의를 통한 통일국민협약 도출을 위해 실행된 평화·통일 사회적 대화는 국민의견 수렴과 합의를 위한 사회적 기제이자 방식으로서의 정당성과 유효성, 그리고 평화구축 접근으로서의 의미를 가진다.

Peacebuiding is understood as diverse approaches and efforts to accomplish positive peace at social and communal levels. Peacebuilding is applied not only to post-conflict and conflict-driven societies but also to stable democratic societies. Diverse forms of violence are also found in stable democracies and therefore, the accomplishment of positive peace is needed. Peacebuilding can be applied to the South Korean society, where it needs to end military and political confrontations between the two Koreas and accomplish peace in the Korean peninsula. Peacebuilding needs bottom-up approaches with people’s participation and capacity building. Changes of societies and communities for positive peace must rely on responding to people’s needs and people should be able to confirm their needs and build consensus on the changes they want. The Social Dialogue for Peace and Unification, which was carried out to derive a national consensus through participation, dialogue and consensus-building, has its legitimacy and validity as a bottom-up social mechanism for collecting public opinions and agreement, and as a process of peacebuilding.
