This study examined about the first Hongkong sport talks for organizing a unified Korean team in Tokyo olympic games in 1964. The first Hongkong sport talks had been held from May 16 to June 1, 1963. This talks was suggested by the Republic of Korea to intercept intention of International Olympic Committee (IOC) in advance that the Committee wanted separate attendance of North Korea in Tokyo olympic game. The suggestion was accepted by North Korea. In the process of agreement, severe conflict between two parties happened due to clearly different conference policy between two parties, announcement of statement and newspaper article to blame counter party etc. In the talks, agreement was made as assertions of South Korea were mostly reflected. Content of agreement were effective time, basic policy according to selection principle, judge for preliminary game, goods or outfit for preliminary game, preliminary game method, finance, place and time for next conference, treatment of issue unsettled etc.
