Social enterprise means an entity certified as prescribed in Article 7 to be the one that pursues a social objective aimed at enhancing the quality of life of community residents by providing vulnerable social groups with social services or job opportunities or by contributing to the communities while conducting its business activities, such as the manufacture or sale of goods and services(SOCIAL ENTERPRISE PROMOTION ACT 2). Vulnerable social group include residents escaping from North Korea. "residents escaping from North Korea" means persons who have their residence, lineal ascendants and descendants, spouses, workplaces, etc. in the area north of the Military Demarcation Line (hereinafter referred to as "North Korea"), and who have not acquired any foreign nationality after escaping from North Korea(ACT ON THE PROTECTION AND SETTLEMENT SUPPORT OF RESIDENTS ESCAPING FROM NORTH 2). By working at the social enterprise, residents escaping from North Korea can be supplied social services or new jobs. The social enterprise which employ residents escaping from North Korea should earn higher profits. To aim this, it should develop technologies, promote goods and services of the social enterprise, manage very efficiently organization, educate residents escaping from North Korea. Above all things, it nust have sense of duty about residents escaping from North Korea.
