The Resolution on North Korean Human Rights (A/HRC/55/L.19) that was adopted on April 4 during the UN Human Rights Council session in Geneva mentions the link between human rights violations and abuses against North Korean residents and nuclear development by the Democratic People’s Republic of Korea (DPRK or North Korea). The phrase is identical to that of last year’s resolution on the situation of human rights (A/RES/78/218) adopted at the 78th UN General Assembly in December. Volker Türk, the UN High Commissioner for Human Rights, also specifically acknowledged the link between North Korean human rights and international peace and security issues during an open debate held by the UN Security Council on August 17 last year. The issue of North Korean human rights has been repeatedly raised as the agenda of the UN Security Council, including back then. However, there is relatively little attention given to one of the key issues that link North Korean human rights to security: North Korean children’s involvement in military activities.
