2019년의 김정은 신년사에서는 모처럼 찾아온 통일의 기회를 남과 북이 함께 살려 나가야 한다는 원칙을 강조하는 등 남북 간의 상황 진전을 남북 교류 · 협력 활성화와 통일을 활성화시키는 계기로 활용해야 한다는 점을 부각하였다. 물론 ‘통일’에 대한 강조는 김정은의 예년 신년사에서도 일반적으로 등장한 내용이라 특이할 것은 없지만, 통일논의의 활성화 자체는 분명 환영할 만한 일이다. 이 보고서에서는 남북관계 활성화에 따라 향후 북한이 보다 구체적으로 통일논의를 제의해 올 경우를 대비하여 북한의 통일 관련 제의의 근본적인 의도와 목표를 분석하고, 김정은 시대에 접어들어 어떠한 변화가 있는지를 평가해 보려고 한다. 또한 우리의 기존 통일방안을 고려, 현실성 · 적합성 · 수용가능성이 있는 우리의 대안을 제시하여 남북한 관계와 통일 논의에 있어 우리의 주도적 지위를 지속 가능하게 유지하며, 국론 수렴과 통합을 유도해낼 수 있는 대안을 모색하려는 데 목적이 있다.

In his New Year's speech for 2019, Kim Jong-un mentioned South and North Korea should develop together for unification the long-awaited opportunity. He emphasized principles and proposed exchanges, boosting cooperation, promoting unification for the improvement between South and North Korea. The emphasis on unification is not unusual, as it was generally seen in Kim's previous New Year's speech. Nevertheless, the revitalization of the unification proposal is certainly welcome. This article is to prepare for North Korea's proposal for a more specific unification discussion in line with revitalization between South and North Korea relations. In order to prepare for North Korea's proposal for unification, we analyze North Korea's fundamental intentions and goals and evaluate the major changes in the Kim Jong-un era. The purpose of this article is to present our unification proposal which are highly realistic, appropriate and acceptable based on the previously discussed unification proposals. 
It will seek to maintain our leading position and accept public comment when South and North Korea discuss unification.
