북한은 유엔 경제사회이사회가 주관하는 ‘자발적 국별 검토’ 프로세스에 참여, 지속가능발전목표(SDG) 이행 의지 및 추진 상황을 공유했다. 하지만, 북한은 자국의 SDG 실천 정도를 반영할 개발 통계 및 데이터가 부족해 유엔 SDG 모니터링에서 누락된 상황이다. 이에 본 전략보고는 북한의 SDG 수용 및 실천상 나타난 취약성에 주목하고, 이를 개선하기 위한 남북 협력방안을 제안한다. 우선, SDG의 17개 목표 중 북한의 빈곤 목표(1번) 수용성을 △개발 통계 역량 △현지화 정도 △이행 체계 중심으로 평가했다. 시사점으로서 통계 협력의 중요성을 재확인하였으나 북한 당국의 달라진 선호도 관점에서 차별화된 방안을 제시했다. 국제 규범의 수용과 개발통계 역량 제고는 북한의 국제사회 편입을 돕고, 남북 간 교류 및 협력 재개를 위한 전략 분야이므로 이에 주목할 필요가 있다.

Although sanctions, the COVID-19 pandemic, and the military provocation have further isolated North Korea, South Korea still needs to come up with strategies that can keep the north close to the global community for talks and support. Among other things, this report highlights the importance of inter-Korean statistical cooperation that can help facilitate North Korea’s internalization of the global development norm, Sustainable Development Goals(SDG). North Korea has shown keen interest in embracing the SDG as well as developing its statistical capacity of collecting and producing data. In order to understand the specific challenges for the country adopting the key concepts and indicators of SDG’s poverty goal, this paper suggests three propositions for analysis (△statistical tradition and capacity △localization of the global discourse on poverty △internal structure for implementation)
