본 보고서는 2023년 말 ‘적대적 두 국가론’을 공식화한 이후 북한의 대남 정책이 민족 공동체 프레임을 폐기하고 남한을 독립된 적대국으로 규정하는 방향으로 전면 전환되었음을 고려, 2024년부터 최근까지 북한 공개매체를 통해 보도된 남한 관련 기사 내용을 분석한다. 최근 북한의 남한 관련 보도는 남한 정부에 대한 직접적 비난보다는 대미 관계에 초점을 맞춘 전략적 무관심으로 전환되고 있으며, 특히 남한의 주권국가로서의 지위를 부정하는 내러티브(narrative) 구조를 강화하고 있다. 구체적으로 한미동맹과 미국의 전략자산 전개를 집중적으로 비판하는 대외 군사 논의를 중심으로 논리를 재편하며, 남한은 점차 미국의 하수인, 핵기지화된 존재로 주변화 또는 패싱하고 있는 경향이 나타난다. 동시에 북한은 대내적으로 남한 관련 기사를 체제의 우월성과 정당성을 강조하는 내부 선전 및 사상교양의 자료로서 집중 활용하고 있는 정황도 보여진다. 이에 따라 우리 정부는 북한 매체를 통한 대남 메시지에서 보여지는 대외화·군사화 경향을 면밀히 인지하고, 북한의 대남 무관심 또는 패싱 전략에 대응한 선제적 외교 메시지 및 대내외 안보 전략을 강화할 필요가 있다.

This report analyzes media articles related to South Korea published in North Korea from 2024 to the present, considering that North Korea's policy toward South Korea has undergone a complete shift toward defining South Korea as an ‘independent enemy state’ and abandoning the framework of a single Korean national community since it officially adopted the theory of “two hostile states” at the end of 2023. Recent North Korean reports on South Korea have shifted from direct criticism of the South Korean government to a strategic indifference with a focus on relations between the US-North Korea, and in particular, North Korea is strengthening the structure of its narrative which undermines South Korea's status as a sovereign state on the Korean Peninsula. Specifically, articles related to South Korea have been reorganized into external military discussions that intensively criticize the ROK-US alliance and the deployment of US strategic assets, and South Korea is increasingly being marginalized or bypassed as a servant of the US and a nuclear base in the articles. At the same time, North Korea is actively utilizing articles related to South Korea as internal propaganda and ideological education materials that emphasize the superiority and legitimacy of its system. In response, the South Korean government must closely monitor the externalization and militarization trends evident in North Korean media's messages regarding South Korea and enhance its proactive diplomatic messaging and information warfare capabilities to counter North Korea's strategy of indifference or bypassing South Korea.
