최근 북한경제의 중요한 변화 중 하나가 북․중 경제협력을 중심으로 대외경제협력 활성화를 통한 ‘경제강국 건설’이라는 점을 감안할 때, 지난 10여 년간의 북한 대외경제협력 동향 및 관련 정책 등에 대한 분석을 통해 북한경제에 대한 이해를 제고할 수 있다. 특히 북한은 2000년대 들어 경제운영의 실리를 강조하였으며, 이로 인해 대외경제부문에서 수출확대 및 외자유치 증대 등 적극적인 자세를 견지하고 있다. 또한 북한은 경제강국 건설에서 대외경제관계의 확대․발전이 매우 중요하다는 인식하에 △ 무역사업의 발전 △ 경제합영 및 합작사업의 강화 △ 과학기술교류의 발전 △ 국제금융거래의 발전 등을 대외경제정책의 주요 과제로 제시하였다. 북한 당국은 지난 10년간 대외경제협력 활성화를 위해 정책전환은 물론 관련 법․제도의 정비와 대외경제 관리체계 등에서도 많은 변화를 시도하였다. 북한은 2000년대 중반 이후 외국인투자법을 비롯하여 합영법, 합작법, 외국인기업법 등 외국인투자유치 관계법령을 정비했을 뿐만 아니라, 2009년 라선시를 특별시로 승격하고 2010년 라선경제무역지대법을 발표하였다. 또한 2009년 말에 국가개발은행과 대풍국제투자그룹을 설치하여 외자유치 및 관련 프로젝트를 전담하게 하였으며, 2010년에는 내각 산하에 합영투자위원회를 설치․운영함으로써 대외협력 활성화에 주력하고 있다.


One of the most significant changes in North Korea is that it has emphasized economic enhancement through economic cooperation with other nations. Since the 2000’s, North Korea has acknowledged practical interest in economic relations with others and that increases in volumes of trade and foreign direct investment are strategies to fulfill its interests. In order to enlarge the scope of its economic cooperation, the North has set priorities in policy agenda as follows: stimulate trade, business cooperation through equity joint venture and joint venture, proactive exchange in knowledge and human resources in IT with advanced countries, and increases in financial transaction activities. Since the 2000s, the North has attempted several changes, such as revision of policies and laws regarding trade and foreign direct investment and reshuffling of the administration system. For example, the North modified laws and regulations in the mid-2000s, raised the status of Rajin to a “metropolitan city” in 2009, and announced special laws for development and management of the Rajin-Sunbong Special Economic Zone in 2010. The North established North Korea Development Bank in 2009 in order to attract more foreign direct investors, and it also set up the Committee for Equity Joint Investment in 2010.
