noted that the partnership between Russia and North Korea “is being carried out not just on paper, but through practical action.” This was Shoigu’s second visit to Pyongyang in a month, indicating that the countries are planning to elevate their cooperation beyond the current level and expand it within the framework of the Treaty on Comprehensive Strategic Partnership.
