이 글은 왈츠의 신현실주의 이론에 따라 북한 핵정책을 무정부적 국제체제에서 힘의 균형이 변화하는데 대응하여 자력으로 안보를 확보하기 위한 생존전략으로 규정하고, 북한이 2009년을 기점으로 ‘제한적인 편승’에서 ‘전면적인 내부적 균형’으로 핵정책을 전환하였다고 분석한다. 북한은 중국이 부상하면서 국제체제가 미국의 단극체제에서 미중의 양극체제로 변동되는데 대응하여 ‘전면적인 내부적 균형’의 핵정책을 선택하고, 미중관계의 변화에 조응하여 단계적으로 강화해 왔다. 북한은 미중관계의 변화를 ‘기회의 얼굴을 한 위협’으로 인식하고, 편승의 대상을 조정하는 약소국의 현상유지 경로가 아니라, 미중의 경쟁과 협력을 전략적 기회로 이용하여 핵억제력을 강화하고 이를 바탕으로 “조선반도의 새로운 평화보장체계”를 구축하는 강대국의 현상타파 경로를 추구한 것이다. 북한은 2017년 11월 기술적 미비에도 불구하고 “국가 핵무력 완성”을 서둘러 선언하고, 2018년 1월부터 한미와의 대화에 나서고 있다. 2019년 현재 북한은 체제의 자주성을 지키며 장기적 생존과 발전을 확보하기 위해, 한미는 한반도의 완전한 비핵화와 항구적 평화정착을 달성하기 위해 안보질서의 재편을 추진하고 있다. 한국이 이 여정을 주도하고 촉진하기 위해서는 국제체제의 수준에서 북한 핵정책의 변화 요인을 정밀하게 분석하는 것이 필요하다.

The purpose of this study is to find out why North Korea started to make full-fledged internal efforts to deter US nuclear capabilities from 2009. Until then, North Korea pursued the buildup of its nuclear arsenal but cautiously hedged between deterrence (balancing) and negotiation(bandwagoning) with its nuclear arsenal. This study argued that Pyongyang transformed its nuclear policy from a hedged bandwagoning to a fullfledged internal balancing in response to the shift in political tectonics-from a U.S.- led unipolar hegemony to a U.S.-China bipolar competition. To North Korea, the new US-China bipolarity is a “threat disguised as an opportunity.” The new bipolar order provides Pyongyang more room to strategically maneuver between Washington and Beijing, but also exposes the North to a vulnerable situation in which it might be abandoned by both China and the US. Under such calculations, North Korea is making all-out efforts to complete its nuclear development before the US-China bipolarity is completely established. By declaring the completion of its nuclear arsenal in 2017, North Korea concluded the period of full-fledged internal balancing and now enters a new phase in which it must use its nuclear leverage to ensure the regime’s more sustainable survival strategy for both security and prosperity. How North Korea will adopt its nuclear policy in the future depends on how the region evolves.
