The reorganization plan of Korean People`s Army(KPA) was carried out after an Incheon landing operation until April 1951. The reorganization plan was not the only thing. The retreat tactics was performed together with the reorganization plan right after an Incheon landing operation.
Stalin proposed the reorganization plan at the first time. The core point of the first reorganization plan was to establish the reserve corps and combat corps. The supreme command founded the rear headquarters at Manchurian Tonghua city to control the reorganization plan in October 1950. The first reorganization plan was completed on 15, November and the KPA was reorganized into 8 corps and 25 divisions.
The second reorganization plan was started in January 1951. Mao Zedong suggested the second reorganization plan. The problem pointed out by Stalin and Mao Zedong was called “Gigantomania”. The supreme command of the KPA organized an incomplete corps much. Stalin and Mao Zedong tried to reduce a number of divisions and to complete organization of corps. The second reorganization was finished on 1, April 1951 and the KPA was reorganized into 7 corps and 23 divisions.
North Korea, China and Soviet Union had different views in reorganizing of the KPA. After the retreat, Stalin and Mao Zedong played a central role in the Korean War. Therefore, the Kim Il-Sung’s plan could not be performed. And the plan suggested by Stalin and Mao Zedong could not be carried out originally. Peng Dehuai, Shtykov and Soviet military advisory Group suggested a new reorganization plan considering a front line situation and a proposal from North Korea. After all, North Korea, China and Soviet Union finally completed the reorganization plan to take account of their own countries and battlefield situations.
