탈북민들이 북한 가족에게 하는 송금은 남한에 있으면서도 중국을 경유하는 초국적 연결망을 활용해 북한과 현재적으로 접촉하는, 그들에게는 일상 속의 한 단면이다. 북한을 떠나 중국, 제3국을 거쳐 남한에 ‘몸’을 이끌고 온 탈북민들은 이제는 다시 ‘돈’을 매개로 그 궤적을 거슬러 올라가 북한의 가족들과 관계를 재형성한다. 이 연구에서는 이러한 탈북민들의 북한 가족 송금을 수행성의 관점에서 해석했다. 첫째, 개인적 차원에서 북한으로 거슬러 올라가는 돈을 통해 탈북민들이 북한 가족과 상호작용하면서 실현하는 도덕적 감정과 가치들을 해석했다. 이는 행위자의 의도나 동기를 실증적으로 밝히는 것을 목적으로 하는 것이 아닌, 남한과 북한 사이에 낀 위치성에서 탈북민들이 북한 가족에게 하는 송금의 과정과 그 효과를 해석하는 데 초점을 맞춘다. 둘째, 개별적으로 보이는 탈북민들의 북한 가족에의 송금이 분단을 우회하는 연결망을 생성하면서 여전히 분단국가의 통치가 실행될 때 어떻게 사회적·정치적 의미들을 구성하는지 해석했다. 탈북민들은 북한 가족에게 돈을 보내면서 현재적으로 가족과의 유대감을 회복하지만, 송금의 반복 속에서 자신이 물화되고 도구화되는 소외감을 느끼는 양가적인 도덕감정을 갖는다. 그러나 탈북민들은 북한으로의 송금을 통해 자신이 남한에 오면서 북한에 남은 가족들이 겪게 되는 보위부 감시와 같은 정치적 낙인과 위험을 돈을 통해 물질적으로 대처한다. 이러한 돈의 효과는 일상 속에서 북한 사회 체제하에서 구조화된 사회적 관계에 기여하는 새로운 자본의 성격을 가지고 순환하며 북한 사회 내에서 탈북민의 존재성을 재구성한다. 한편, 남한에서는 탈북민들의 가족 송금에 대한 정부와 전문가들의 담론들은 이들의 송금 행위를 예외적이고 비정상적인 것으로 규정하며 억압, 색출, 처벌하는 것이 아닌 계산, 관리, 예측되어야 하는 경제와 안보의 문제로 통치하고 있고, 이를 통해 분단의 경계들도 관리되고 조율된다. 탈북민의 송금 행위는 이중적인 존재성, 즉 몸은 남한에 거주하면서 돈을 매개로 북한과 연결되는 상황을 발현시키면서 분단의 경계를 넘나드는 탈북민의 특수한 사회적 위치를 북한과 남한 양쪽에서 모두 생성시키고 있다. 그러나 이러한 과정에서 탈북민들의 위치는 여전히 분단의 경계에서 가능성과 취약성, 위험을 동시에 감당하는 것이기도 하다.

This paper explores the North Korean migrants’ family remittance to North Korean family in terms of performativity and governmentality in the context of the South-North Korean Division. The number of North Korean migrants living in South Korea have been above 33,000. Half of them have made remittances to family members in North Korea through the transnational network of informal brokers across South Korea, China, and North Korea. This family remittance allows North Korean migrants to continue and reconstruct their family relation in North Korea from a distance even though they become South Korean citizens. The repetitive practice of sending money to North Korean family has brought about the ambivalent moral sentiments to North Korean migrants. While rebuilding solidarity in the family, they often experience alienation whenever they get the phone call for money from a distance. Nevertheless, sending money to their family members in North Korea enables North Korean migrants to make up for the stigma of treachery, which the North Korean government has attached to the defector and his family. The money they sent could be a kind of resource which make their family negotiate with the officials of SPSD (State Political Security Department) in North Korea. In South Korea, on the other hand, government officials and experts tend to regard the North Korean migrants’ family remittance as abnormal or illegal. This is one of the most significant administrative techniques of the South Korean regime to effectively govern the division system of the Korean peninsula. Thus, the family remittance of North Korean migrants reveals the discrepancy between their legal status and social position in their daily lives. This problematic situation implies both risks and possibilities of crossing the ambiguous boundaries of the divided Korean Peninsula.
