이 글은 동북아시아 담론, 특히 대안적 동북아시아론이 현실 변화 가운데 노정한 한계를 검토하고 지역주의의 목표와 실천에 관한 대안을 제시하는 것을 목표로 한다. 1990년대 동북아시아의 경제성장과 협력의 증진, 사회주의권의 개방, 포스트담론의 유행 속에서 등장한 대안적 동북아시아론은 2010년을 넘어서며 쇠퇴기를 맞는다. 한반도의 분단 문제 해결을 목표로 삼고 사상가 연대를 실천으로 조직했던 이들의 논의는 역내 갈등의 대두와 사회주의 국가들의 개방 중단, 경제성장의 둔화와 국가의 역할 강화 등의 현실 변화 속에서 한계를 노정했다. 국민국가 중심성, 대안의 비구체성과 실천의 모호성 등이 그것이다. 이 글은 삶의 유동화와 격차의 확대, 사회적 배제 등 새로운 사회문제가 가시화되며, 내셔널리즘이 강화되고 국가의 역할이 강조되는 현실 속에서 이러한 사회문제들의 해결과 대안적 동북아시아론을 접속시키기 위해 ‘사회적 연대’를 새로운 지역주의의 목표로 제시했다. 그리고 국민국가로부터 상대적으로 자유롭고 강대국 지식의 일방적 전파가 아닌 수평적 소통을 추구하는 실천의 플랫폼으로 ‘인식공동체’를 제안한다.

This article aims to review the alternative regionalism discourse about Northest Asia and to propose alternatives goals and action plan for promoting new alternative regionalism taking account of the change of the situation around 2010.
The alternative regionalism discourse, which emerged in the mid-1990s based on the changes in regional situation, such as growth of economy and cooperation in Northeast Asia, the opening of the socialist bloc, and growing influence of the post modernity theories, had a lot of influence on the academics and the civic groups during the 1990s and 2000s. However, the situation in Northeast Asia changed as nationalism returned after the financial crisis in 2008 and opening of socialist countries in the region suspended. This situational change revealed the limitations of the discourse like nation-state centrism, ambiguous goals and action plans. Because the theorists, most of them Changbi, was based on the positive outlook for the opening and cooperation of Northeast Asian states.
Taking into account the new social problems such as the instability of life, the widening of gaps and social exclusion, and the return of nationalism, the article argues that the resolution of new social problems and the alternative regionalism should be connected. This study suggests ‘social solidarity’ as the goal of new alternative regionalism and ‘epistemic community’ as a platform for action plan in which the knowledge is relatively free from the nation-state and horizontal communication is probable.
