이 논문의 목적은 북한의 음장방언 속에 분포되어 있는 무성조ㆍ무음장 방언이 음장방언과 성조방언의 접촉과 간섭에 의해 생성된 것임을 밝히려는 것이다. 현대 한국어는 크게 음장방언과 성조방언으로 구성된다. 인접하는 성조방언과 음장방언이 접촉하는 경우에 가능한 것은 ①음장이 성조로 대체되거나②음장은 그대로 유지하되 ‘성조’가 음성적으로 존재하게 되는 것이다(①의 예.전라남도 광양군의 동부 지역어, ②의 예. 충청북도 영동군의 ‘황간’ 지역어).
이 문제 해결의 열쇠가 되는 것은 남한의 유일한 무성조ㆍ무음장 방언인 제주방언이다. 제주방언의 무성조ㆍ무음장은 역사적으로 음장방언 속에 사회ㆍ문화적으로 상위인 신라의 성조방언이 포함되어 접촉과 간섭이 오랫동안 계속된 결과, ‘성조’와 ‘음장’이 중화된 것으로 본다.
제주방언에서 필자는 성조방언과 음장방언이 접촉하는 경우에 무성조ㆍ무음장 방언이 되는 조건은 다음 두 가지라고 생각한다.
㉠ 두 방언 중에 하나가 다른 방언 속에 장기간 포함되어야 한다.
㉡ 포함되는 방언이 포함하는 방언보다 사회ㆍ문화적으로 상위여야 한다.
북한의 음장방언 속에 분포되어 있는 무성조ㆍ무음장 지역은 통일신라와 발해의 국경지역으로 신라의 군대와 군무원이 주둔하다가 정착한 곳이다. 그러므로 이 지역의 무성조ㆍ무음장은 사회ㆍ문화적으로 상위에 있던 신라 사람들의 성조방언이 원주민의 음장방언에 포함되어 접촉과 간섭이 계속된 결과 ‘성조’와 ‘음장’이 중화된 결과로 생성된 것이라고 본다.

The purpose of this paper is to clarify that the exceptional nontoneㆍnonlength dialects distributed in the North Korean length dialects was created by contact and interference between the tone dialect and the length dialect. In general, in Korean, when adjacent tone dialect and length dialect come into contact, ① the length dialect becomes a tone dialect, or ② the tone features exist phonetically in the length dialect. The reason for the creation of this exceptional dialects in North Korea can be explained in comparison with the creation process of the Jeju dialect, South Korea's only nontoneㆍnonlength dialect. The Jeju dialect had historically included Shilla's tone dialect, which was socio-cultural superior to length dialect of Jeju, and as a result of long-lasting contact and interference, the “tone” and the “length” became neutral. Similarly, it can be concluded that the nontoneㆍnonlength dialects in North Korea were created by continuous contact and interference between the two dialects; the native length dialect and the Shilla's tone dialect used by the socio-cultural superior such as border guards.
