North Korea has designated 19 local-level “economic development zones” throughout the country while pushing ahead with the development of additional central-level "special economic zones," including one in Sinuiju, a northernmost city bordering China. The number of special economic zones, whose designation has so far been officially announced by the North, is five. North Korea planned to develop 19 areas into local-level economic development zones. South Korea needs to make a step-by-step approach to the North's short- and long-term plans for the special economics zones and economic development zones should it lead the North's economic zones to inter-Korean cooperation. The South needs to exert strenuous efforts to push for inter-Korean economic cooperation, starting with an easy area, seeking chances for fueling market functions in the North through the North's economic zone develeopment projects, along with China and Russia
