Korea’s successful development model, which raised the country from the ashes of war to one of the top economic powers in the world within a short period of time, has been widely acknowledged as a miracle of our time. This has motivated many developing countries to learn from its experience. In response, Korea has been intensifying its overseas development cooperation with emphasis on project-based assistance and technical cooperation in the area of agriculture and knowledge sharing. In particular, Korea’s rural development experience - mainly implemented through community development campaigns like the New Village Movement Saemaul Undong (SMU) - has now become a major part of Korea’s overall international rural development cooperation. This paper critically examined the transferability of such a development experience using article review methods. The paper has identified factors required for effective transfer of the model and has highlighted on issues that need precaution in transferring the model.
