East–Berlin Espionage Case was called as ‘the biggest espionage case after liberation’, because many famous intellectuals were involved in and more than 200 people were concerned. This case was announced during the period of protesting demonstrations against the 6.8 fraudulent election, and demonstrations met less favor from the press and the people because of the case. And Park Chung–hee regime tried to warn korean people in foreign countries about contacts with North Korea, so that they don't become latent opponent against the regime. So KCIA took the suspects from foreign countries without notice or approval of relavant government. This was infringement of sovereignty, so West Germany and France remonstrated strongly. West Germany demanded to release and return of all the suspects. At that time West Germany was on the transition period from anticommunist to détente, so they could concentrated on the ‘truth’ of the case and ‘human rights’ of the suspects. ‘Step–by–step plan’ was the solution established by West Germany to accomplish release and return of all suspects in this situation.
