This article reviews the feasibility of the opening-up of North Korea. Drawing onthis understanding, the article focuses on the implications of the DPRK’s return todialogue. In order to review the context of the implications, the article delves into theROK and US responses to the Democratic People’s Republic of Korea (DPRK)regime’s gesture for a change and examines the ripple effect of the return todialogue on the South Korean regime’s Trustpolitik. To better appreciate theTrustpolitik, this paper uses the theory of confidence building measures with NorthKorea. In confidence building measures there are four main areas: communication,constraint, transparency, and verification. North Korea has revived a communicationchannel with South Korea but the North refuses to abide by international constraintnot to produce nuclear weapons or develop a rocket system. The DPRK regime alsolacks transparency in its military activities and does not allow the InternationalAtomic Energy Agency’s (IAEA) aerial inspections. It is possible that the unpredictable communist nation may turn to another provocation cycle if its peace offensive bearsno fruit. We have to take full advantage of the chances to make the DPRK give up its nuclear weapons and realize Trustpolitik.
