The purpose of this study is to suggest inter-Korean sports exchange as a viable and practical fulfillment plan to restore national homogeneity between the two Koreas based on the Dresden conceptual model. Suggestions outlined in this study are as follows: First, step-wise approach to strengthen and maintain inter-Korean sports exchange and cooperation: “Trust-restoration” step, “Trust-establishment” step and final “Restoration of National Homogeneity through Sports Exchange and Cooperation” step. Second, reform of financial and administrative policies to better support agencies that facilitate inter-Korean sports excha¹nge and cooperation. Third, focus on the more major and “elite” sports to more concretely demonstrate feasibility of inter-Korean sports exchange and cooperation. Fourth, increased effort to emphasize strategic approach to inter-Korean sports exchange and cooperation. Fifth, synergistic advancement of inter-Korean sports exchange and cooperation through simultaneous focus on school athletics. Sixth, similar synergistic advancement through focus on non-professional recreational sports and outdoor activities.
