This study is a literature review that proposes the ways in which we can improve sports exchange and cooperation between the local governments of South and North Korea. This study is divided into three parts: First, consideration of the theoretical background of inter-Korea exchange and cooperation at the level of local governments. Second, evaluation of such exchange and cooperation. Third, suggestion for improvements. To highlight the purpose of this study, the following are our suggestion for improvements: First, emphasis on advertising education for the people of the local governments participating in sports exchange and cooperation. Second, support for specialization at the level of local government. Third, building of a network between the federal and local governments. Fourth, establishment of rules and protocols for the federal-local government network. Fifth, utilizing said network to broaden the ways and means through which the two Koreas cooperate.
