Since the adoption of the Northeast Asia Project, China has shown two series of movements:First, China has damaged the original states of Balhae relics through a full-blown development approach. The Balhae relics they restored in Shang Jing Cheng have their original forms damaged and show a lot of problems with the restoration results. In addition, there has been no comprehensive in-house investigation into the Balhae relics in China. Those situations raise a very high possibility that there will be no scientific basic investigation into the relics due to reckless development heavily inclined toward the economic logic. Second, the Balhae relics can be used to distort the Balhae history. Given the case of the Goguryeo relics in Ji'an City registered as a World Cultural Heritage Site, it is highly likely that the Balhae relics will also be used for China to promote the Balhae history as part of Chinese history and that the Balhae relics in Shang Jing Cheng, which have been complete with arrangement and restoration works, and the relics around the ancient tumuli in Mt. Liu Ding, which are in the middle of arrangement, will follow the footsteps of the Goguryeo relics in Ji'an City. One of the measures to deal with those situations is to establish a long-term counter logic. By paying attention to the fact that China is shifting the paradigm from the old "historical attribution theory-based development" to the "establishment of a frontier theory system," Korea should conduct researches and set up a counter logic to respond to the Chinese offensive from the frontier perspective as well as the historical one. The second long-term countermeasure will be to actively support researches and counter logic development in the field of Balhae history in order to respond to the deepening of Balhae history research. The countermeasure should involve carrying out promotional activities in the global society by translating the books on Balhae history into English and building a database of Balhae's cultural heritage located in China. One of the short-term countermeasures will be to make thorough preparations against the possibility that China will register Balhae's cultural relics as World Cultural Heritage on its own. The countermeasure requires efforts to examine the current state of Balhae relics in China and establish a system for continuous checks. In addition to preventing China from registering the Balhae relics on its own, South Korea should work toward co-registration with the Balhae relics in North Korea and Russia. In other words, it should actively promote the unfairness of the idea that China will register the Balhae relics at UNESCO on its own and persuade both China and North Korea towards co-registration by three nations by taking the Balhae relics scattered around China, Russia, and North Korea into account. South Korea thus needs to facilitate prior collaboration with North Korea to jointly sort out and register the Balhae relics in North Korea. The second short-term countermeasure involves political actions along with academic research. South Korea should form a global cooperation network for history to put pressure on China. That is, its close cooperation with Russia, North Korea, and Mongolia where there are Balhae relics left is essential The final short-term countermeasure will be to support the excavation and examination of Balhae relics with China through UNESCO Funds-in-Trust. There should be no saving of support for the excavation and examination of Balhae relics in North Korea. Since South Korea is in no place to claim its preemptive right over the Balhae relics in other countries, it needs to create some room to claim its preemptive right even indirectly by offering supports to North Korea via UNESCO.
