This paper has two purposes. The first is to observe the actual language problems of North Korean refugees, and the other is to propose an education scheme. Since 2000, the number of North Korean refugees settling down in South Korea increased greatly, resulting in the continued research of their various language problems. This paper studies the North Korean refugees’ language problems from three aspects. One is pronunciation and intonation, next is the topic of vocabulary, and last are the rules and regulations of the Korean language. First, in the pronunciation and intonation aspect, this study examines why they dislike revealing their identity, and suggests a need for a special education program to take into account their difficult state. Second, in the lexical aspect, the study shows their burden of using English language expression and foreign words that have become common in the South Korean language. The third point, regarding the rules and regulations of Korean language, focuses on their difficulty in writing in South Korean language due to the differences in the North and South. To combat the problem of practical language, this study performs student segmentation, and suggests educational course, target, and education content index. Indeed, this study suggests policy support plan that a fact-finding survey, teacher training, developing customized teaching materials, further standardized test development, the set up of a language counseling center, language education material and application development, a program for South Koreans to better understand the North Korean language, and so on.
