There has been an argument that the EU’s integration history is a good example of how regional cooperation and integration contributes to the positive transformation of regional conflicts. Given this European experience, a number of scholars argue that regional cooperation may generate a positive effect on the resolution of regional conflicts, and this view would surely deserve our due attention. Against this backdrop, this study aims to examine the assumption that North Korea’s nuclear issue can positively be affected by the active engagements of such regional forums as ARF. In the process, it also examines the co-relationship between the regional cooperative frameworks and local and regional actors directly engaged in the North Korean issue.
