Northeast Asia presents a paradox though rife with various security dilemmas, since the 1980s onward intra-regional resolutions for immanent problems tend to shift from conflict to cooperation. Northeast Asians rely far more on military alliances than on multilateral regimes for national defense. The current North Korea question emerges new threatening the Northeast Asian security. Concerning finding ways for the solution for the North Korean nuclear crisis, scholars tend to focus more on systemic or structural variables or some political reasons. In light of the fact that contrary to the mainstream theories' expectations, the Northeast Asia's geopolitics have not followed what each theories propose in the process and consequence of multilateral security efforts, this study tries to search for alternative theorization with regards to untangling various complexities of Northeast Asian security involving the current North Korean factor. By critically reviewing both securitization theory and critical juncture theory, I propose effective leadership traits for the two Koreas. By illuminating deeply North Korean quasi-nuclear weapon state(QNWS)''s strategic intentions and leadership characteristics, I compare two Koreas from the angle of effective leadership by suggesting three kinds: de-securitizing, persuasive and empathetic cooperation leadership. The most significant condition for another summit between Park Keun-hye and Kim Jung-un. rests upon the question about nuclear crisis settlement. The second condition is to take a minimalist approach toward summit. Crisis functions as a critical juncture where a leader turns the tide of historical waves, generally from confrontation to cooperation. By actively utilizing persuasively communicating leadership and empathetic cooperation, President Park will be able to make huge contributions to the reopening of Six-Party Talks and inter-Korean summit. This change of leadership performance must start with de-securitizing the current crisis-ridden issues of unification and regional peace.
