This article aims to show that in the early 1960s the Workers’ Partyof Korea tried to promote the technical innovation activities in production spotsand the scientific community for high economic growth although the Party’s goalwas not fully reached. In the late 1950s, the Party launched mass technicalinnovation movements in which scientists as well as engineers and workersengaged in production took part. The movements made a lot of innovationswhich contributed greatly to the rapid economic development of North Korea atthat time. Inspired by the achievement of the movements, the Party took actionsto institutionalize the technical innovation activities through the cooperation ofscientists, engineers and workers. First, it became mandatory of every companyto draw up and carry out its own annual Technical Development Plan. Second,the Party established the National Science and Technology Committee tosupervise the whole innovation activities in companies and research institutes. Finally, the Party introduced a new industrial management system called ‘Dae-anSystem’ to strengthen the technical guidance for production and to acceleratetechnical innovations.
