Main theme of this article is to predict the policy of Russian government in the case of totally Chaotic phase of North Korean Political regime. There is the very risky point in the North Korean political system which has no buffer zone among the three levels of political system: leadership, communist party, and the regime. The fail of three levels of political system will be seen simultaneously and never recovered. In this case, Russian government will be expected to help R.O.K government to fix that chaotic situation and unify two Koreas for the benefit of her. Korean government must prepare for solving that problem, beforehand, keeping collaboration network among the neighboring countries.
