There have been analyses and assessments arguing that economic sanctions against North Korea have not had the effect that the international community had anticipated and aimed for, despite strong measures taken over the past six years. Against this backdrop, this paper addresses the question of whether sanctions against North Korea are really ineffective by examining the problem from the multiple dimensions of foreign affairs, security, politics and society, and economy. This paper concludes that, although economic sanctions are fundamentally limited in shutting down Pyongyang's nuclear ambitions and that the economic impact of sanctions against North Korea has been trivial or limited, economic sanctions appear to have been effective on a limited and long-term basis. Accordingly, it is inappropriate to draw a “hasty” conclusion about the sanctions’ effect, and lifting sanctions against North Korea must strictly correspond to actual changes in North Korea's actions and strategies.
