Official development Assistance(ODA) can make up for the lack of funds in the economic development of developing countries. China started to accept bilateral and multilateral aids with the implementation of the open up policy. Bilateral and multilateral ODA has played a vital role in the construction of socialistic civilization during the past 30 years or more, bringing about obvious benefits, both socially and economically. I view of this, the study on ODA and its changes has great significance to both the economic construction and the smooth enforcement of diplomatic policies of China. These aids have contributed greatly in lessening shortage of funds, and assisted us to learn advanced technology and experience of management. The case of China provide a significant to North. Based on the above analysis this research will diagnose North Korea’s present reform and open policy, establish ODA’s role necessary to achieve successful reform and opening, and propose the way to apply ODA.
