This paper tries to interpretate the North-Korean ruling system in a new way. I have accepted some neomarxistes' explanation based on the really existing socialism was neither capitalism nor socialism, but a new mode of production. However these researches didn't explain economic growth and crisis in detail and accurately. So I accept Kalecki's 'socialist economic growth modell', and have restructured critically some neomarxistes's explanation. I consider North-Korean ruling system as 'a transitional society' and the new mode of production, as neither capitalism nor socialism. Party and state appropriate economic surplus base on a planed economy mechanism in North-Korean System. There are various ways - direct tax as well as way used right to take prices etc. - to appropriate and allocate economic surplus. The plan is a institution to allocate and use surplus. The plan is the economic regulation as well as the instrument of ruling(Herrschaft) and the social synthesis. These functions of the plan are thanks to the hybrid characteristics of it. Propaganda and prevailing ideology identify plan a symbol of socialism, but in fact speak of the characteristics different with capitalism and socialism. The specific characteristics of plan as the alternative mode of production can testify through structural contradictions embedded in plan. Of course these structural contractions express characteristics of an alternative mode of production different with capitalistic and socialist contradictions in the North Korean system. First of all, it is primacy of politics in relations to politics and economy. It means concretely party directly control and manage production. Second, economic crisis have taken place repeatedly and cyclically. Reproduction of economic crisis give rise to stagnation of economic growth and underdevelopment of productive forces in the long run. Last, we see class contradiction between the bureaucratic class and working class. The Bureaucratic class is based on the power and right to control and manage the plan, and not only has the right to appropriate and allocate economic surplus , but also expropriates and alienates the working class.
