As it reaches to the end of its tenure, Korea’s Lee Myong-bak government has faced great dilemma over which it should take on its North Korean policy. Given more than a decade of implementing “Sunshine Policy” and subsequent North Korea’s continued wrong behaviors, Lee administration has decided to initiate the North Korean policy with principle, which emphasizes denuclearization and reform & open-door policy. Facing with Korea’s new policy, Pyongyang regime has consistently challenged against Lee’s new North Korean policy with a series of provocations and threats. But Korea’s principles North Korean policy has produced substantial outcomes thus far in terms of North Korean domestic changes. Due to its chronic economic plight, the North has stopped its ration system, which has been a central buttress for the socialist system. Pyongyang also tried to get access to China for more economic assistance. Recent increase in China’s trade with the North and its investment into the northern part of North Korea concerned Korean public, but close bilateral relationship does not increased possibility of China’s potential expansion of influence over the North. Also, China’s consistent claim of hosting the Six-Party Talks again also cannot be accepted by Lee government. In terms of North Korea’s changes in its behavior, preconditions for the Six-Party Talks definitely should be met. Overall, Lee administration’s principled North Korean policy should be maintained at least by the end of Lee’s tenure.
