Chosun Central TV is North Korea's leading TV broadcasting system. The core function of Chosun Central TV is propaganda and above all to promote Kim Jong-Il’s rule. Therefore, Chosun Central TV is more of a government organization than a cultural medium. In year 2000, Chosun Central TV concentrated on the propaganda of Kim Il-sung and Kim Jong-Il based on ‘Ten Principles for the Establishment of the One-Ideology System’. Then it gradually moved its attention to the propaganda of Kim Jong-Il. The organization of Chosun Central TV has been under both supervision and instruction for a long time, and all of the organization and program production are strongly inspected. Therefore, its’ reports consists mostly of the propaganda for the stable maintenance of Kim Jong-Il’s regime. It also could not develop its broadcasting abilities due to North Korea's inferior financial condition. In this political circumstance, Chosun Central TV merely repeated the propaganda for Kim Jong-Il and in the latter half of the 2000s even strengthened propaganda. Chosun Central TV glorified Kim Jong-Il by reports, documentary films, music, and various programs throughout the 2000s.
