Recently there are growing interests of and efforts to applying "Helsinki Process" to North Korea by both scholars and politicians. The ways and methods of applying 'Helsinki Process' to North Korea vary according to one's perspective; nonetheless, among them, there is one common assumption or interpretation of "Helsinki Process". That is, the third basket (cooperation in humanitarian and other fields) of Helsinki Final Act crept in the closed socialist bloc, brought down communist dictatorship, and finally opened the iron curtain of the socialist Eastern bloc. Nevertheless, carefully studying and analyzing the history of human rights in Europe after the second World War reveals that "respect for human rights" does not meant to harm or to bring down the other but to recognize and to treat them, regardless of their background, as equal partners to build an integrated Europe. As such, re-interpretation of 'Helsinki Final Act' and the role and objective of the third basket are necessary, especially when they are to be applied to North Korea.
