April Revolution in 1960(4月革命) motivated the establishment of the Gyeongju survivors association(慶州被虐殺者遺族會). They made an attempt on the investigation of the truth of the Gyeongju massacre and demanded compensation for damage from the Korean Government. But the military dictatorship which came to the political forefront after 5‧16 Military Coup in 1961(5‧16軍事政變) took an anticommunist line and put the leaders of the Gyeongju survivors association on Revolutionary trial(革命裁判) under the pretext of their anti-state activities. Accordingly there was Gyeongju survivors association incident(慶州被虐殺者遺族事件). The leaders of the Gyeongju survivors association had survived the Gyeongju massacre(suspects : the police and youth right-wing association in Gyeongju) in 1948~1949. They raised a class action lawsuit against Lee Hyeop U(李協雨, the ex-head of youth right-wing association in Gyeongju) and had a joint memorial ceremony for the dead of Gyeongju massacre. But Gyeongju police station, the other suspect, was keeping them under constant surveillance. When there was a clash between the survivors association and the bereaved families of the military and police on 2nd November 1960, Gyeongju police station was on the latter's side and distorted the truth in order to make the former a commie's families. After 5‧16 Military Coup, the police station arrested the leaders of the Gyeongju survivors association quickly under the military dictatorship's order about preventive arrest and fabricated them to the communists. 5‧16 military dictatorship enacted a retroactive law called the 'the special law for punishments of special crimes'(特殊犯罪處罰에 關한 特別法) and started to punish the leaders of Gyeongju survivors association. The Military revolutionary prosecutor's office(軍事革命檢察部) charged them of acting to benefit the North Korea, but it was a hasty conclusion without investigation. Nevertheless, the Military revolutionary prosecutor's office demanded a severe punishment so 3 of them(4) were declared guilty. Also the Korean Government accelerated an efforts to strengthen observation of survivors. Consequently, they kept silence about the Gyeongju massacre.
