This paper looks into the origin and evolution of the concept of the Korean Peninsula Peace Regime (KPPR) and suggests ways to realize it. This further examines KPPR’s implications for the United Nations Command and the US forces in Korea (USFK). The establishment of KPPR on the Korean peninsula is closely linked to the ending of the state of war and implementing confidence and security building measures (CSBMs) between North Korea and its foes. Also, the key to moving forward in the KPPR process is the denuclearization of Korea, a persistent and tough problem to crack. For a KPPR process, it proposed a two-step approach, that is,political CBMs through summit meetings and a peace treaty involving the U.S.,China, and the two Koreas (the actual parties to the Korean War). This examines the UNC and the USFK in connection with KPPR. This postulates that even after a KPPR is instituted the status of the USFK will not change although the UNC’s future will be uncertain. The reasoning is that the UNC was created as part of the UN mandate to repel North Korea’s aggression during the Korea War but the USFK was a product of the U.S.-ROK mutual defense treaty which should not be affected by the termination of the legal state of war in Korea.
