Accidents in nuclear power plants (NPPs) are certainly posing enormous threat to the safety of people and the very sustainablity of our society as well. To prevent the worst and minimize the possible losses, we need to revamp the current system, which enables close monitoring and checking by the sovereign power of people. Currently, in South Korea, however, the system in operation is riddled with the fundamental deficiencies. This paper intends to identify the ways how we might confront these systematic deficiencies in the public deliberation of nuclear power plants. In specific, I propose various measures on the basis of people’s sovereignty as stipulated by the Constitution.
