이 글은 남북한이 주도성을 발휘해 한반도 문제를 해결하기 위해서는 남북관계의 협력 ‘국면’이 뒷받침되어야 한다고 주장한다. 역사적으로 남북관계의 협력 국면은 한반도의 근본 문제 즉, 구조의 문제를 드러내고 이에 대해 문제제기를 할 수 있는 여지를 넓혀주었다. 또한, 국내정치는 이러한 ‘국면의 힘’을 통해 한반도 구조에 대해 발언력을 확대하고 주도적인 힘을 발휘할 수 있었다.
국면을 전환시키는 것은 국제정치적 영향력에도 불구하고 남북한이 자율성을 가지고 진행할 수 있는 영역이다. 이 점에서 ‘국면’을 바꾸기 위해 요구되는 것이 바로 ‘국내정치’의 민주주의적 확대와 발전, 남북관계 개선의 의지와 역량의 강화이다.
따라서 이번 대선을 통한 신정부의 출범은 이제 갓 한발을 뗀 것에 불과하다. 지난 2000년의 경험처럼, 남북관계의 ‘국면의 힘’을 만들어내게 된다면, 우리가 상상하는 것 이상의 힘을 발휘할 수 있을 것이다. 우리는 이미 그러한 경험과 역사를 만들어왔고, 잠시 좌절의 순간을 겪기도 했지만 그러한 잠재력을 보유하고 있음을 충분히 가지고 있기 때문이다.

This article argues that the solution of Korean problem has to be supported by cooperative conjuncture of South-North. the conjuncture can be changed by the domestic politics. Although the dependency of international power politics, domestic politics has relative autonomy. Domestic politics can change the conjucture, but can not change the structure directly. What is required to change the conjuncture are the development and enlargement of the domestic democracy and its consistent will and abilities on the improvement of South-North relations.
In this point, the inauguration of new government through the ‘candle revolution’ takes the only first step forward to changing the South-North relations. As the experience that we took in 2000s, If we can make the cooperative conjuncture’s power of South-North, we can approach to the structural problem of the Korean peninsula. Only in that point, domestic power has a real power to solve the structural problem.
