This paper analyzes North Korea’s missile-related activities and adjustments to its nuclear policy and doctrine since 2022, evaluates differences in the relative threat perceptions of the United States, Japan, and South Korea regarding North Korea’s evolving tactical nuclear threat, and discusses South Korean public perceptions of the credibility of U.S. extended deterrence. In addition, the paper evaluates the implications of the Washington Declaration for South Korean desires to develop an independent nuclear weapons capability and assesses its likely impact on South Korea’s public debate over extended deterrence.
