2018년 남북정상회담과 북미정상회담은 한반도 평화에 중요한 계기가 되었고 남북교류협력의 새로운 장이 펼쳐질 희망을 보여주었지만; 이후 남북관계는 다시 경색되었다. 그럼에도 불구하고 남북 간 교류협력의 필요성은 지속해서 요구 되고 있고; 관광 분야에서의 남북협력방안에 대한 논의도 계속 진행되고 있다. 이 연구에서는 향후 한반도 평화관광 정착을 위해 정부; 민간기업; 비정부기구(NGOs) 등이 관광 분야 협력사업을 추진하고자 할 때; 이에 대한 타당성을 확보하고 보다 효과적이고 지속가능한 협력사업을 추진하기 위해 고려해야 할 기준을 마련하고자 하였다. 먼저 국제개발협력 관점에서 공적개발원조 사업의 평가기준인 적절성; 효율성; 효과성; 영향력; 지속가능성을 바탕으로 남북관광 개발협력사업의 지원기준 5개 요인과 29개 평가지표를 도출하였다. AHP 분석을 통해 각 요인과 지표의 상대적 중요도 및 우선순위를 확인한 결과; 적절성 요인이 가장 중요한 것으로 나타났다. 또한; 평가지표 중 가장 중요한 것은 ‘남한의 관련 정책 및 우선순위에 부합하는 정도’; ‘협력사업 목표의 타당성’; ‘북한의 수요 및 정책 우선순위 부합 정도’; ‘북한 경제사회발전 목표 달성 기여도’; ‘전반적인 제도적 변화 혹은 강화’로 나타났다. 연구결과를 바탕으로 남북관광 연구의 학술적 시사점과 향후 남북관광 개발협력사업 추진 시 고려해야 할 정책적 시사점을 논의하였다.

The inter-Korean summits and North Korea-United States summits held in 2018 brought a significant opportunity for peace on the Korean Peninsular and showed hope for a new chapter in inter-Korean cooperation. Despite recent tensions; inter-Korean exchanges and cooperation are still necessary; and tourism cooperation discussions are ongoing. This study aims to develop standards and priorities for the evaluation criteria of inter-Korean tourism cooperation projects in order to ensure their validity and promote effective and long-lasting cooperation between South and North Korea. Adopting a perspective of international development cooperation; five factors and twenty-nine indicators were derived as evaluation criteria for inter-Korean tourism cooperation projects; based on relevance; efficiency; effectiveness; impact; and sustainability - the standard evaluation criteria for official development assistance (ODA) projects. Using an AHP analysis; it was determined that the relevance factor was the most important. “conformity to Korea-related policies and priorities;” “validity of project goals;” “conformity with North Korean demand and policy priorities;” “contribution to achievement of North Korean economic and social development goals;” and “overall institutional change or reinforcement” are the most significant indicators. This study discusses theoretical and policy implications for inter-Korean tourism studies and tourism cooperation projects based on its findings.
