[학술논문] 하이브리드 전쟁(Hybrid War) : 새로운 전쟁 양상?
...안보환경으로 변화되면서 약자로 분류되던 국가나 비국가 단체들도 자신들의 정치적 목적을 달성하기 위한 수단과 방법들을 과거 보다 용이하게 구할 수 있게 되었다. 이들은 강자의 강점보다는 약점을 공략하여 강자로 하여금 자신들의 목적을 인정하도록 강요한다. 또한, 미래의 전쟁은 선형적이거나 단계적인 작전의 진행을 무의미하게 할 것이다. 따라서 미국이나 NATO 등은 이러한 전쟁 또는 위협을 직시하고 이에 맞는 교리를 발전시키고 있다. 우리도 하이브리드 전쟁이론의 틀로 북한을 분석하여 적절하고 효과적인 대응을 할 필요가 있다. 특히, ‘의지의 대결’인 전쟁에서 국민들의 의지가 통합되어 표출될 수 있도록 하며, 동시에 국제사회의 지지를 확보하는 것도 전략적으로 대단히 중요한 과제가 될 것이다.
